Read it and get the clarification. This is the attached minutes of the meeting of a Research Scholars' forum, with DBT (on 07/01/2015), where it was clarified that that though the proposal for HIKE was sent by DST for all types of fellows including Non-NET, but they only approve the scheme for the NET (category). Further, it is mentioned that it will take 1-2 month to push hard for the hike of Non-NET fellowship. Now you tell us what to do?

  Abhishek V. Lakkad Well, its good that they had considered Non-NET fellowship but the Finance ministry was not willing to accept for some reason. But this should not change or slow down what has begun - better to circulate the petition among research scholars for their signature and then it should go to MHRD or UGC.
